Project Overview Bechtel National, Inc.
(BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.
S.
and British governments.
Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security.
This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.
UPF will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions.
UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects.
When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
The UPF project currently works on a 4X10 work week schedule.
Start times are flexible but the standard work week is: Monday - Thursday from 6:00 am to 4:30 pm or Tuesday – Friday from 6:00 am to 4:30.
There is the potential to work overtime (including weekends) to support project needs.
Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site.
Candidate must complete security questionnaire and successfully clear site access requirements check.
All employees are subject and agree to random drug and alcohol testing as a condition of employment.
Must be able to obtain a security clearance, as applicable.
Position Summary Assists in the integration of specialized safety requirements into the planning, permitting, design, and construction of Bechtel projects.
Interprets requirements, evaluates and applies safety principles, and formulates scopes of work, plans, and methodologies suitable for achieving the desired safety and health objectives.
Provides technical assistance to other Safety Services Specialists/Engineers.
Receives supervision and work assignments from the Project ES&H Manager.
Maintains relationships with internal organizations (e.
g.
, engineering, construction, and subcontracts), customer, and contractor/subcontractor representatives to coordinate technical/scientific issues and implementation of safety functions into project proposals, designs, and construction plans.
Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards.
Maintains contact with other project safety personnel to keep them informed of changing requirements and to provide technical assistance.
Maintains contact with professional colleagues and organizations in government and industry to keep abreast of advancements in the discipline field (e.
g.
, energy isolation, lockout/tagout, personal protective equipment, risk assessment, working at heights, People Based Safety).
Responsibilities Provides specialized safety input to engineering, construction, and subcontracts, thus ensuring that safety requirements are properly integrated into project planning, hazard analyses, construction plans and specifications and subcontracts.
Participates in meetings, as required, with customers, project team members, and subcontractors to advise them of safety and health requirements that may affect project design, construction, and schedule.
Assists in drafting ES&H Plans, project specific safety procedures, project specific implementation plans (e.
g.
, evacuation plans, safety training plans and programs, People Based Safety), and technical reports.
Conducts safety assessments and inspections of project construction activities to monitor compliance with safety requirements including contractual commitments, permits, the project’s ES&H plan, and other applicable safety plans.
Qualifications and Skills Basic Qualifications Bachelor's degree in a specialized scientific field (e.
g.
, safety, industrial engineering, public health) and 3 years of professional related work experience, or in lieu of a degree, 9 or more years of practical work experience in the safety and construction.
Must be a US citizen.
Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education Must be able to obtain site security badge for access to work site.
Minimum Qualifications Skilled in oral and written communication and knowledge of computer applications.
Specialized knowledge in safety requirements (e.
g.
, Personal Protective Equipment, lockout/tagout, fall protection, excavation, People Based Safety) or engineering (e.
g.
, civil, process safety, mechanical) or related disciplines.
Knowledge of safety management, monitoring programs, principles, and methodologies.
Knowledge of safety and health laws and regulations and applicable agencies’ permitting processes and responsibilities.
Knowledge of engineering, construction, and subcontract work processes.
Preferred Qualifications Knowledge of Bechtel standard computer applications.
Knowledge of Bechtel's organization structure, functions and administrative procedures.
