POSITION PURPOSE: The Budget Analyst will assist and support The Department of Energy, Oak Ridge Operations Office (DOE-ORO) in providing a broad range of support for budget analysis involving the preparation, administration, maintenance and review across various financial areas.

Provides financial oversight of agency activities, performance measurement, activity-based cost management support, control reviews, management and internal control reviews.
Supports the client by providing recommendations on improving agency financial management processes and systems on a continuous basis, and any other type of financial consulting and technical assistance that is deemed necessary by agency senior financial and program managers.
Responsible for reviewing operating budgets periodically to identify and analyze trends affecting budget needs.
Monitors a variety of e-mail boxes, forwards messages to the appropriate Federal staff and prepares responses to inquiries as appropriate.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.
Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.
Will immediately correct any unsafe conditions to the best of own ability.
MINIMUM QUALIFICATIONS: Education and Experience: Must have relevant education and administrative support experience in a professional business environment as specified below, or equivalent combination of education / experience.
Skills and Abilities: Knowledge and use of Microsoft Office Suite Ability to multitask and manage shifting priorities Extensive skills in exercising judgment in the absence of direct supervision Exceptional organizational skills Ability to balance multiple, quick-turnaround, high priority tasks Ability to use strong communication skills and teamwork skills, including the ability to process and summarize complex information clearly and succinctly.
Effective communication is vital to prevent any misunderstandings and/or misinterpretations.
Language Skills Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Ability to write routine reports and correspondence.
Ability to speak effectively before groups of customers or employees of organization.
Mathematical Skills Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.
Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
