Requisition Id 12479 Overview: We are seeking a Purchasing Card (P-Card) Program Administrator who will focus on the oversight and administrative support of the ORNL P-Card program.
This position resides in the Contracts Compliance group in the Business Services Directorate at Oak Ridge National Laboratory (ORNL).
Major Duties/Responsibilities: Responsible for the daily management of a multifaceted, multi-million dollar Purchasing Card Program for approximately 200 cardholders throughout the laboratory.
Approves requests for new purchasing cards and sets spending limits based on program guidelines and department approval.
Monitors individual usage and adjusts transaction limits as needed and ensures compliance with policies and procedures.
Manages updates, changes or replaces cards in the event of name changes, lost, stolen or damaged cards.
Suspends, cancels or destroys cards due to violation of policy, employee transfer, or termination.
Performs program management and strategic planning functions.
Develops and revises policies and procedures, develops and conducts training to both large and small groups of cardholders, cardholder managers and department heads.
Coordinates training with the Purchase Card provider and end users and assists with problem resolution.
Procures general to complex goods and services and establishes, monitors and maintains contracts, including procurement card services.
Conducts regular program audits and generates reports; immediately informs management of instances of misuse or fraud.
Develops related reports in web-based software to monitor the activity and usage of cardholders and managers; evaluate risk and track financial activity; monitor cardholder transaction limits, fraud detection, purchase history, and to identify trends.
Prepares recommendations for management based on periodic and unannounced audits to include program changes, policy revisions and communication plans for cardholders and managers.
Coordinate monthly card statement and reconciliation activities for all cardholders.

Basic Qualifications: A Bachelor’s degree in Business, Legal, Supply Chain Management, or a related discipline.
Preferred Qualifications: P-card experience.
A minimum of 1-2 years of experience.
Excellent written and oral communication skills.
Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
